The annotation tools in the edX platform are considered Advanced Modules and they need to be manually added in edX Studio in order for them to be available for use in your course. Additionally, you will need to define some policy settings for the tools to be functional. Please see below a description on how to add the tools.
To activate the annotation tools in the edX Studio platform you need to:
For multiple tool activation, enter a coma after each value except for the last value in the list (see example in fig. 3). For more information about each annotation tool module visit the individual module pages.
To activate the annotation tools in the edX platform you will need to also define the URL to the database where the annotations will be stored. The annotation tools rely on an installation of the Common Annotation, Tagging, and Citation (CATCH) database (please note that annotations are not stored in the edX platform).

Once you have installed the database, obtain the URL and generate a secret token to connect and authenticate the connection.

In edX studio click to add annotation tools click on New Unit under a desired section. Under Add New Component click on the “advanced” button icon
You will then be presented with the advanced tool options listing the individual annotation tool items.
